And God saw their works, that they turned from their evil way; and God repented of the evil, that he had said that he would do unto them; and he did it not.

Q - If God is all knowing why would he ever regret a decision or change his mind?
A - "This is just a figure of speech. God is not expressing his lack of knowledge but rather how he is feeling about this situation. God knows who turn from their evil ways, and who do not. Thus he spared Nineveh after they repented of their sins. (Rev 22:13) I am Alpha and Omega, the beginning and the end, the first and the last. "
