Jud 11:30-31
And Jephthah vowed a vow unto the LORD, and said, If thou shalt without fail deliver the children of Ammon into mine hands, Then it shall be, that whatsoever cometh forth of the doors of my house to meet me, when I return in peace from the children of Ammon, shall surely be the LORD's, and I will offer it up for a burnt offering.

Q - Did God allow the Jews to offer human sacrifices like the pagan nations?
A - "No, God strictly prohibits human sacrifices. (Lev 18:21) And thou shalt not let any of thy seed pass through the fire to Molech, neither shalt thou profane the name of thy God: I am the LORD. Although God required the Israelites to keep their vows to him Jephthah's vow violated God's ban on human sacrifices. Keep in mind that the time of the Judges was a lawless period in Israel's history and most Israelites were functionally illiterate concerning God's law. Therefore, Jephthah's limited understanding of the laws concerning vows caused him to fulfill an unlawful vow. The following verses shows why Jephthah may have mistakenly felt compelled to sacrifice his daughter. (Num 30:2) If a man vow a vow unto the LORD, or swear an oath to bind his soul with a bond; he shall not break his word, he shall do according to all that proceedeth out of his mouth. (Lev 27:29) None devoted, which shall be devoted of men, shall be redeemed; but shall surely be put to death. " -
